Mechanics

The Runescribe takes one modifier off an item and inscribes it onto a blank rune.

Insert your item, dried essence, and a blank rune. Inserting more dried essence increases your chances of inscribing a rarer modifier and not botching the rune. You can see exact odds in the GUI.

If the inscription doesn't hold, the rune botches. You lose the item, dried essence, and blank rune, and get a Botched Rune.

The inscribed rune keeps the blank rune's tier. Take it to the Blacksmith to bind the modifier onto other gear. Its item level range decides which gear it fits.

Tips

To target one modifier, remove the others first. Ward the one you want and use cleansing runes on the rest. Cleansing runes take negative modifiers first and never touch warded ones.

The fewer modifiers the item has, the likelier yours comes out.
